I would like the following feature....

When I enter a payee in my checking account, I would like the pgm to
automatically assign it to the category that I used the last time I gave
money to that payee...  Everytime I write a check to the grocery store,
it's probably for groceries... the gas station is almost always gas...
etc...

this and other related features are all there in the latest versions. (0.9.x versions and later)

Which version are you using?  I think we have this implemented in 1.0.2. Visit
the payee view, select the payee and choose the 'Default account' tab.

This does work, but it requires setting it manually for each payee.  
This is fine for a payee that always or almost always goes to the same  
category, but I think the OP was asking for the category to  
automatically be set to the same category as the most recent  
transaction to that payee (which may not be the default or most  
common).  However, I'm not sure this would really minimize manual  
effort, which I assume is the intent.

As an example, I have a local grocery store that also has a gas station  
and a liquor store, so a check to that store could be for any of three  
categories, not in any particular order.  What would be really nice  
(although probably not worth the effort to implement) is to initially  
populate the category with the most common one for that payee, but if I  
hit the drop-down, to have the other categories used for that payee  
also show up.  This would clearly be different from the default  
behavior, which is to limit the drop-down based on what is already  
typed in the field.

We pretty much have that available. It's documented under
http://kmymoney2.sourceforge.net/online-
manual/details.settings.register.html#details.settings.register.dataentry -
look for "Auto fill with previous transaction data".

So in case you have this option set to "Same transaction if amount differs
less than X percent" and selected a percentage of 0 the transactions for your
grocery and gas will be presented and you can select one that matches or skip
it completely to enter a new one.

The category assigned to a payee though has higher precedence than the above
mentioned option.
