Few questions regarding building plugin

i still have few questions regarding buidling a plugin for columba

1)In the readme file of plugin  it mentioned

"See also the Columba homepage for more information on the plugin development
process."
where is this?

2)How do I import any existing plugin to eclipse and compile them?

3)Do i need the Columba and Ristretto soucecode in order to create the plugin?

4)which part of the columba source code i should look into if i wanted to create a folder manually in columba and move email messages by using javacode ?
