FindBugs 1.3.9-rc1 released

I've released findbugs-1.3.9-rc1. No change list yet, I'm working on it.

Sourceforge has made a lot of changes to the way file releases are  
performed, and the way the web page for projects get managed, so there  
might be some glitches.

Please try it out and let me know. I'm hoping to iterate through a few  
release candidates and get 1.3.9 final out sometime next week.
