Flashing Lights in Maryland

This is an interesting court case - the driver was ticketed for flashing
his high beams to warn others of a traffic enforcement area ahead, and
was himself ticketed for 'driving with flashing lights' according to
WTOP (generally unreliable source when it comes to facts).
