Museums Trying to Increase Accessibility for Blind

to a new precedent set by the Justice Department, museums are
scrambling to
find new ways to include the visually impaired.

During a recent conference call among museum educators, one
participant made
an obvious point. "Art museums are essentially visual institutions," he
said. He wasn't laughed off the phone. And given that those on the
call were
there to discuss how to make the visual arts accessible to the visually
handicapped, his point was actually fairly profound.

Since the passage of the Americans With Disabilities Act in 1990,
museums
and other institutions have been required to make their facilities
"accessible" to everyone, regardless of their particular type of
disability.
For decades at many museums, this meant little more than providing
ramps for
people who use wheelchairs and Braille museum guides for people who are
blind. But a landmark 2008 Department of Justice ruling forced museums
around the country to grapple with what accessibility actually means.

" 'Accessibility' is not very descriptive," says Nina Levent, executive
director of New York's Art Education for the Blind. "The issue is, do
people
come to museums to ride elevators and use bathrooms, or do they come
to have
a meaningful social and aesthetic experience?"

Michael Byington, the president of the Kansas Association for the
Blind and
Visually Impaired, was seeking the latter when he filed a complaint in
2004
against Washington, D.C.'s Spy Museum, accusing the museum of being
inaccessible to those with visual impairments. Byington, who is legally
blind, cited a lack of docents able to provide a tour for blind
customers;
computer exhibits and terminals with speech outputs; and supplementary
materials in Braille, large print, and audio format. The DOJ opened an
investigation and, four years later, reached a landmark settlement
with the
museum, which has since spent more than $400,000 updating its
facilities.
But the DOJ's willingness to pursue the case, and to make it about
more than
just ramps and handrails, jolted museum educators across the nation.

"It's historic in that they went quite far and it became quite obvious
that
there is no sense of where the bar is or where the bar should be in
terms of
accessibility," Levent says. "I think they knew they were setting a
precedent." Still, she says, museums need to change their way of
thinking:
the DOJ suit is not a legal threat but an educational opportunity. "The
museums are very nervous. But them being nervous has not led to
excellent
programming. It became a legal issue as opposed to an issue of
education and
outreach," she said.

Following the letter rather than the spirit of the law is a problem that
some people think has plagued the ADA from the start. Among them is
Kareem
Dale, President Obama's special adviser on disability policy, who
himself is
partially sighted. Dale, the first person to hold the position in the
White
House, views disability rights as civil rights. "We are working on all
fronts to try to realize the promise of the ADA," he told museum
administrators during the conference call. "It was a bill of rights for
people with disabilities, but the original intent has been lost over the
last two decades. We will restore the ADA to its original intent, and
the
Department of Justice has been turned loose to go after people who are
violating civil-rights laws. We have a lot of work to do."

Dale has also convened an in-person meeting of museum directors to
discuss
best practices, and he's thrown his weight behind a forthcoming Web
site,
called Project Access, that will aggregate accessibility information
about
every cultural institution, stadium, theater, national park, and public
venue in the country. "This is the first time the White House has
taken this
very aggressive stance," says Paula Terry, of the National Endowment
for the
Arts' Office for AccessAbility. I'm not sure what to expect, but I
welcome
it." Dale's presence in the White House itself suggests that the Obama
administration is going to focus on disability issues more strongly than
ever before.

To be sure, many museums are already doing more than the bare minimum.
The
actual question of how to bring the visual arts to those without sight
may
seem both impractical and impossible. When we think of visiting
museums, we
tend to think of quiet, meditative places, where we keep our hands to
ourselves and our voices down. But museums at the forefront of
accessibility
are beginning to offer touch tours, tactile maps, and extended verbal
descriptions. Some are even incorporating scent into their educational
programs.

But those museums are still the exception, not the rule. "We're not
there
yet," Terry acknowledges. "There's still a lot to be done." The American
Academy of Ophthalmology estimates that by 2020, 43 million Americans
will
be at risk for significant vision impairment from age-related diseases.
Millions of us stand to learn that "accessible" means a lot more than
just
ramps.

Multiple Proposals

Please co-ordinate your proposals with your collaborators. Multiple proposals about the same project will not be successful. Proposals for sessions should be submitted as individual papers with a covering note. Each paper will be reviewed individually. Full sessions are rarely accepted.

Hi Lovemore,

Good question. We wrote a Java properties parser in JavaScript for
reading localization bundles in the Fluid Renderer passed down from
the server. Do an Ajax request to grab your properties bundle, then
run it through the parser. The result is a plain old JSON object.
Looking at Nuno's code, they seem pretty similar.

You can see our implementation in the Infusion framework's
fluidParser.js file:

As for the specific details about Sakai tools, I don't have a lot of
advice to offer you on that, but perhaps others from the Sakai
community will.

Sakai-JS internationalization

Hi Everyone

I am looking for a way to plugin the i8n that is built into Sakai (i8n via Java Resource Bundles) but take in that feature through into javascript.

So far, Nuno Fernandes has come up with a jquery plugin that theoretically can do this but has had little success on 2 tools withing Sakai. Documentation on this is available: http://codingwithcoffee.com/?p=272

I am looking for a javascript solution to simply drop in and end users do not have to rewrite their translations strings into java sided and JS sided messages.properties.

• clearer articulation of our micro-engagements

the Fluid integration to address it and was wondering if someone here
would be able to take a look.

This issue has been around for a while. I reported
http://www.ja-sig.org/issues/browse/UP-2442 back in May. Yes, it's
related to JavaScript drag&drop but that's all I've really determined.
No one gave me any feedback on the issue previously.

Attn. Fluid Engage people - What's happening in Fluid Decapod?

Hi everyone (specifically those in the Engage camp),

During the All-Hands meeting in Toronto a few weeks ago, there was some interest in Fluid Decapod. For those of you who do not recall, Fluid Decapod is a portable, open source, paper digitization solution.

Notable features include:
- output to searchable PDF with dynamically generated fonts
- layout recognition and layout reorganization while maintaining flow (immediate applications are reformatting for small screens / mobile devices or enlargement for visual needs)
- easy to use interface with low barrier to entry (low capital investment, low human resource commitment)
- utilizes off-the-shelf consumer components (i.e. standard laptop capable of running Ubuntu, and two digital cameras) to accomodate variety of budgets and requirements.
- non-destructive digitization using cameras (NOT a flatbed scanner), preserves artifacts.

The backend technology is being developed by the Image Understanding and Pattern Recognition (IUPR) group at the Technical University of Kaiserslautern (DFKI) in Germany.

At the ATRC, we are busy designing the UI component to the Decapod software with development of the UI in the coming weeks.

Currently we are doing prototype testing of the interface designs with potential users. If you are interested in seeing the direction of our designs, I have posted the design iterations for the Decapod interface onto the Fluid wiki. The images are more like Character Sketches (borrowed from the animation industry) demonstrating the look and behaviour of a possible design in a single image. http://wiki.fluidproject.org/x/2YWI

HOW YOU CAN HELP:

If you work with or for an institution with a paper collection, we would like your help!

We are looking for volunteers who are interested in helping evaluate our designs. To help, all you need is a web browser, voice chat (like a phone or Skype), and about 30 minutes of free time. You will have a chance to interact with a mock-up design and give feedback through performing a series of small tasks.

This site represents about 2-3 weeks of work from the team and is meant to be an early prototype of what we will be building out. The design team is iterating on some early wireframes that will help structure our further work on the iPhone mobile FSS solution.

In a few weeks we will dive into work on another platform to extend this solution to other mobile devices. But we're not just working in the mobile space -- the Fluid Skinning System also works on all web pages.

Hi Engagers,

Yesterday I mentioned a Toronto Life article about the ROM while we were
chatting in group 8 and I promised I'd pass on a link.
It is an opinion article, with much "gossipy" commentary, but still

Our group's discussion centred around some issues mentioned on page 9
regarding the museum as a "theme park". The quote at the bottom of the
9th page
“He (William Thorsell, the ROM's director) does not believe in a dynamic
interaction between the visitor and the display. So displays are art
museum displays; they’re at a distance from the viewer.”
This quote was something that struck me considering the discussions we
were having in our brainstorming activites.

Welcome to Toronto and the Fluid Engage All hands meeting

Hi all,
I wanted to extend a very warm welcome to Toronto and to our first
all hands meeting. I hope your travels were smooth and without
complications. If there is anything you need please contact one of
the ATRC staff. Three people who know how to fix, find or arrange
almost anything are Bert Shire (bert.shire@...), Pat Murray
(pat.murray@..., 416-946-3225) and Iris Neher
(iris.neher@..., 416-946-7739).

Unfortunately I've been called to Ottawa to a meeting with our
Minister of Industry Canada to discuss the future of Canada's digital
economy. I will be back for the dinner and all day Tuesday. I'm very
sorry to miss the discussions on Monday. I will try to catch up
during the dinner.

In addition to the Fluid Engage team we have invited a number of
accessibility experts from our CulturAll project to join the meetings
in the afternoon and to provide their perspective on our proposed
designs.
