Focus ring bug

I've just noticed a problem with the way focus rings are drawn. See  
the following example from the help browser:






If I tab around or click on the button it will usually draw the ring  
correctly?

Any ideas? I think this is recent, but I can't see any obvious changes  
that would cause this.
