Forum announcements; forum groups

I would like to suggest the ability for forum owners to make announcements to all their forums with a single post.

This could be accomplished in at least the following way:
1. Make it so all forums have a common child forum, or a base forum, if you will (one forum that is automatically a child to all forums a forum owner owns).  Only the forum owner could post to this.  It would be nice if selected forums could be excluded from this, if desired, however.  This could be done by having groups, and have all the forum creator's forums start out in a single group (but give them the power to create multiple groups and divide things up accordingly).
