Frames, but no frames

I'm working on a UI for a web app that I would like to emulate the UI
of a more traditional software package like Homesite or Eclipse and
standards compliance is important.  To that end, I'd like to avoid
frames and maximize the use of CSS.  The primary interface, if built
using frames, might look like this:

        <frame id="dockleft"
                   name="dockleft"
                   src="ui/dock.htm"
        />
       
        <frameset rows="*,25%">
                <frame id="dockeditor"
                           name="dockeditor"
                           src="ui/editor.htm"
                />
                <frame id="dockbottom"
                           name="dockbottom"
                           src="ui/dock.htm"
                />
        </frameset>
</frameset>

Draggable resizing (as with frames) is not required, but the ability
to fully expand/restore any individual frame is required.

Has anyone had any experience building an interface like this (and, by
the way, cross browser support is a must of course)?  Any insight,
wisdom or suggestions?  Are there any good, web-based examples of this
kind of interface that someone can point me to?

Any guidance would be appreciated.
