&lt;DIV&gt;OCHA Sri Lanka Map Atlas&lt;/DIV&gt;
&lt;DIV&gt;The&amp;nbsp;UN Office for the Coordination of Humanitarian Affairs (OCHA) in Sri Lanka, in cooperation with the Urban Development Authority and the Survey Department of Sri Lanka,&amp;nbsp;seeks to&amp;nbsp;provide accurate maps of the country. Towards this end, OCHA has published the OCHA Sri Lanka Map Atlas.&lt;/DIV&gt;
&lt;DIV&gt;The Map Atlas is a collection of all the main public map products created by OCHA Sri Lanka since 2005. Since it started its operations in Sri Lanka, OCHA has produced over 1,500 public maps using information on lDPs, humanitarian access, sectoral activities, 3W, administrative boundaries and emergency information among others. Users are offered both interactive and static maps with the possibility to browse through a full catalogue of all available products. &lt;DIV&gt;Web-based GIS and the future of participatory GIS applications within local and indigenous communities &lt;BR&gt;As resource managers search for strategies to meet the challenges posed by intense competition for scarce local resources, the implementation of Community-based GIS applications have become widespread. Besides mapping, the Participatory GIS (PGIS) projects create a peaceful medium for community groups and public officials to meet, exchange views and also learn to develop trust for each other. However, PGIS projects face many problems including the lack of basic supporting infrastructure and services. The adoption of the Internet as a platform for PGIS applications therefore raises concerns about the future of PGIS projects. While the Internet may open the participatory process, it can also hinder participation among local groups. In an era when PGIS applications have become important in the management of local resources, there is an urgent need
 to examine implications of the On-line PGIS project. &lt;DIV&gt;Applications are invited for the following two (2) positions Project Officer – GIS/RS (Vegetation Mapping) and Project Officer – GIS/RS (Digital Elevation Models) within the GIS Sector of the Community Lifelines Programme at the Secretariat of the Pacific Islands Applied Geoscience Commission (SOPAC), located in Suva, Fiji Islands.&lt;/DIV&gt;
&lt;DIV&gt;Applicants should have completed a tertiary qualification preferably in computer science with a specific focus on GIS and Remotes Sensing, have at least 1 years relevant work experience and possess a high level of interpersonal skills and cultural sensitivity.&lt;/DIV&gt;
&lt;DIV&gt;The appointed Officers will be engaged in a range of GIS/RS sector activities where emphasis will be on capacity building and the provision of training so as to develop in-country skills in geographic information systems, remote sensing and more generally application of information technologies.&amp;nbsp; Resource assessment, asset management as well as management of natural resources through utilising these applications and tools will in parallel add to supporting the development of national infrastructure information and data management systems.&lt;BR&gt;&amp;nbsp;&lt;BR&gt;All applications should be clearly marked indicating which position is being applied for, must be fully documented and include relevant details of qualifications, experience and the names and contact of three referees. The complexity of such influences requires that the next generation of climate and health scientists undergo training in a multi-disciplinary setting to ensure that they can address climate-related public health challenges. To this end, a postdoctoral program in which fellows are trained and conduct research in epidemiology, ecology,
 behavioral science, modeling and atmospheric science is being implemented.&lt;/DIV&gt;

Climate change is one of the main drivers in this context, as it changes both the frequency and magnitude of natural hazards, as well as the effects of disasters in urban and rural areas.&amp;nbsp;ITC is&amp;nbsp;looking for a researcher that can strengthen&amp;nbsp;the work by giving a clear impulse in geoinformatics-based DRM in the climate change context.&lt;/DIV&gt;

&lt;DIV&gt;Prospective candidates must have a PhD in a field of applied earth sciences or natural sciences, with proven expertise in the climate change field, and a strong affinity for the societal consequences of natural disasters. &lt;P&gt;The mapmakers, in comjunction with a&amp;nbsp;project led by the Economy and Environment Program for Southeast Asia (EEPSEA)&amp;nbsp;based in Singapore,&amp;nbsp;focused on 592 sub-national provinces or districts in Vietnam, Laos, Cambodia, Thailand, Malaysia, the Philippines, and Indonesia. Guided by an assessment framework developed by the United Nations’ Intergovernmental Panel on Climate Change, they designed three preliminary maps, each illustrating a different category of climate-related information: &lt;BR&gt;Exposure is the risk, based on the historical record, of extreme events such as tropical cyclones, floods, landslides, droughts, and sea level rise. &lt;BR&gt;Sensitivity has two components. Human sensitivity is directly related to population density; that is, the more people who live in a region, the more vulnerable it will be to climate change. Ecological sensitivity is directly related to biodiversity, measured by the percentage of protected areas in the
 region. &lt;BR&gt;Adaptive capacity is a measure of local human resilience, and is a function of socio-economic factors such as income, literacy, life expectancy, poverty, and inequality, as well as of technology and infrastructure. &lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;EEPSEA plans to update the map by taking account of new information and to refine it by using different assumptions and scenarios. Also, EEPSEA proposes to help selected local governments apply some of the study’s recommendations to their own situations. In particular, it will train them to conduct their own economic research and vulnerability assessments, and to create their own local maps. The goal is to empower communities by providing them with the tools to inform, educate, and build understanding of the effects of climate change.&lt;BR&gt;&lt;BR&gt;&lt;/P&gt;

&lt;DIV&gt;The Caribbean Development Bank (CDB) is seeking to recruit a national from its Member Countries to fill the position of Disaster Risk Management Specialist (DRMS) in the Project Services Division (PRSD) of the Projects Department. Disaster risk management (DRM) and climate change response (CCR) are areas of critical concern for CDB’s BMCs given their high vulnerability to frequent natural disasters and the impacts of climate change. CDB has assigned higher priority to and is accelerating its promotion of the mainstreaming of DRM/CCR in fiscal and development planning in BMCs. At the same time, the Bank will continue to strengthen its internal capacity for addressing DRM/CCR issues and building a more proactive DRM/CCR portfolio including risk reduction, adaptation and mitigation initiatives.&lt;/DIV&gt;

&lt;DIV&gt;The title of&amp;nbsp;his thesis is&amp;nbsp;“SMALL Savannah: An Information System for the integrated analysis of land use change in the Far North Cameroon”.&amp;nbsp;&amp;nbsp;The&amp;nbsp;thesis will be available online on the University website after the defence.&lt;/DIV&gt;
&lt;DIV&gt;&amp;nbsp;&lt;/DIV&gt;
&lt;DIV&gt;The system SMALL is a framework (concepts, methods, software tools and simulation models that are also building on existing GIS, DBMS software, Statistical package and dynamic simulation plateform) that can&amp;nbsp;be applied elsewhere. &lt;/DIV&gt;
&lt;DIV&gt;&amp;nbsp;&lt;/DIV&gt;
&lt;DIV&gt;The next steps of the project is to finetune the specifications of the EIS, improve the performance of the models, share&amp;nbsp;experience with stakeholders in the region&amp;nbsp;to include the institutional aspects -- not mentionnned in the thesis but very important -- and at the same time explore the application in areas with similar context (drylands in Benin and Burkina Faso). A small part of these next step&amp;nbsp;have started in the framework of a EU-funded project in which&amp;nbsp;Eric is intervening.&lt;/DIV&gt;
&lt;DIV&gt;&amp;nbsp;&lt;/DIV&gt;
&lt;DIV&gt;After the defence, Erick will be going back to Cameroon.&amp;nbsp;He is&amp;nbsp;open to possible further collaboration to bring the small SMALL Savannah to maturation. &lt;/DIV&gt;

With increasing population, climate change risk and regular human and animal mobility, most land are currently facing resource scarcity and land saturation, reinforcing more competition among land uses, more conflicts between actors and increasing poverty. The model developed in this thesis indicates that the accessibility to the main urban centre of the region, soil suitability and population pressure, have been the main drivers behind the observed processes. For near future development, it is expected that
 changes in land use trajectories will be mainly influenced by the implication of regional-urban actors and the potential investment of rural farmers for improving the quality of land and institutions. The simulations performed for the period 1999 to 2010 explore 3 scenarios including a first one considering that the observed trend is maintained, the second scenario is an optimistic vision while the third scenario is a pessimistic one. The results indicate areas where changes are likely to occur, thus providing a possibility to evaluate, and discuss about the impact of a given land management policy in view of any concertation or negotiation.&lt;/SPAN&gt;&lt;/P&gt;

&lt;DIV&gt;3. Foro. Es un espacio abierto a los usuarios del sistema con el objetivo de intercambiar conocimiento, opiniones, sugerencias y discusiones de distintas áreas temáticas de la vigilancia. &lt;/DIV&gt;
&lt;DIV&gt;4. Noticias y vínculos de interés. Aquéllos relacionados con la actividad en vigilancia de SAN serán constantemente actualizados en la parte inferior de esta página.&lt;/DIV&gt;
&lt;DIV&gt;El sistema ofrece la posibilidad de analizar datos sobre distintos indicadores de los determinantes de la Seguridad Alimentaria y Nutricional, la cual permite identificar y focalizar áreas prioritarias de intervenciones en salud y nutrición. A la fecha se cuenta con mapas desagregados por regiones y municipios. Para Centroamérica y República Dominicana se cuenta con el mapa regional, el cual presenta datos sobre el estado nutricional según los últimas encuestas de Salud y Nutrición disponibles en los países. Se han desarrollado aplicaciones a nivel municipal para Costa Rica, Guatemala, Nicaragua y Panamá. Para Belice, Honduras, El Salvador y República Dominicana estarán disponibles a finales de noviembre del presente año.&lt;BR&gt;Las aplicaciones a nivel municipal permite hacer comparaciones entre indicadores, por ejemplo:&lt;/DIV&gt;

&lt;DIV&gt;La gráfica muestra interactivamente la correlación entre pobreza extrema y desnutrición crónica, cada municipio está representado por un punto. Se puede observar municipios que a pesar de tener altas prevalencias de desnutrición crónica no necesariamente se encuentran entre aquellos con niveles más bajos de pobreza extrema. Sin embargo, aquellos municipios que se encuentran en mayor nivel de pobreza extrema presentan los niveles más altos de desnutrición crónica. En síntesis, se puede observar en el gráfico que al momento del diseño de los programas, encaminados al combate de la desnutrición crónica, debe tomarse en cuenta las interacciones que se presentan entre los distintos determinantes lo cual lleva a que las intervenciones deban ser holísticas o integrales, y no solo focalizadas por nivel de pobreza o de desnutrición, aisladamente.&lt;/DIV&gt;

&lt;DIV&gt;The impact and reach of computer-based systems for collecting, analyzing and mapping geographic information – commonly known as GIS – took a big leap forward in Minnesota this year with creation of the new Minnesota Geospatial Information Office.&lt;/DIV&gt;
&lt;DIV&gt;The new office – MnGeo for short – will coordinate geospatial activities across the state at two levels. At the state government level, MnGeo will facilitate ways to help state agencies work together more effectively. Outside of state government, MnGeo will encourage partnerships with other public, private, academic and nonprofit organizations to enhance the public benefit of GIS technology.&lt;BR&gt;&quot;The impact of these developments – creating the state office, developing a mandate and direction, naming the advisory councils, and providing staff and budget – can’t be underestimated in Minnesota’s GIS community,” said Metropolitan Council GIS Manager, Rick Gelbmann. “Taken together, these steps represent a major milestone in the way that GIS technology will be used to serve the public better in the years ahead.&lt;/DIV&gt;

&lt;DIV&gt;Measuring Progress of the Fifty States Initiative Report (September 2009)&lt;BR&gt;The Federal Geographic Data Committee (FGDC) administers the Cooperative Assistance Program&lt;BR&gt;(CAP) to advance the National Spatial Data Infrastructure (NSDI). To provide insight into&lt;BR&gt;how the Fifty States CAP grant category has improved intrastate and interstate coordination on&lt;BR&gt;geospatial matters, and thereby impacted the growth of the National Spatial Data Infrastructure&lt;BR&gt;(NSDI), this report analyzes quantitatively and qualitatively how these grants benefited state&lt;BR&gt;government geospatial activities. Four analyses applied in this report are: 1) analyses of the&lt;BR&gt;nine criteria for successful geospatial coordination from the National States Geographic Information&lt;BR&gt;Council (NSGIC) Survey, 2) analyses of five questions from the NSGIC Survey selected&lt;BR&gt;by the analysis team based on those question being indicators of the level of success in coordination,&lt;BR&gt;3)
 survey responses from federal employees concerning the effectiveness of Fifty States&lt;BR&gt;Initiative grants in improving state geospatial coordination, and 4) a qualitative assessment of&lt;BR&gt;changes in the effectiveness of state coordination efforts based on five case studies of states that&lt;BR&gt;have received grants. The Federal Employee Survey and qualitative assessment provided&lt;BR&gt;strong evidence that grants have been effective and useful for states.&lt;BR&gt;Reliable quantitative analysis is currently problematic due to the limitations of existing information&lt;BR&gt;resources and data that were created for different purposes. Significant measurement&lt;BR&gt;challenges also exist due to the relative “newness” of the grants (three years), and the expectation&lt;BR&gt;that there will be a lag time between receiving funding and when one might reasonably&lt;BR&gt;expect to be able to detect the external results of that funding.&lt;BR&gt;The report offers conclusions and recommendations
