OCHA Sri Lanka Map Atlas

The UN Office for the Coordination of Humanitarian Affairs (OCHA) in Sri Lanka, in cooperation with the Urban Development Authority and the Survey Department of Sri Lanka, seeks to provide accurate maps of the country. Towards this end, OCHA has published the OCHA Sri Lanka Map Atlas.

The Map Atlas is a collection of all the main public map products created by OCHA Sri Lanka since 2005. Since it started its operations in Sri Lanka, OCHA has produced over 1,500 public maps using information on lDPs, humanitarian access, sectoral activities, 3W, administrative boundaries and emergency information among others. Users are offered both interactive and static maps with the possibility to browse through a full catalogue of all available products. Additional links to web based resources are also provided.

Web-based GIS and the future of participatory GIS applications within local and indigenous communities
As resource managers search for strategies to meet the challenges posed by intense competition for scarce local resources, the implementation of Community-based GIS applications have become widespread. Besides mapping, the Participatory GIS (PGIS) projects create a peaceful medium for community groups and public officials to meet, exchange views and also learn to develop trust for each other. However, PGIS projects face many problems including the lack of basic supporting infrastructure and services. The adoption of the Internet as a platform for PGIS applications therefore raises concerns about the future of PGIS projects. While the Internet may open the participatory process, it can also hinder participation among local groups. In an era when PGIS applications have become important in the management of local resources, there is an urgent need to examine implications of the On-line PGIS project. Accordingly, the authors of this paper, Peter Kyem and James Saku, assess the potential benefits and drawbacks of on-line PGIS applications within local communities. Applications are invited for the following two (2) positions Project Officer – GIS/RS (Vegetation Mapping) and Project Officer – GIS/RS (Digital Elevation Models) within the GIS Sector of the Community Lifelines Programme at the Secretariat of the Pacific Islands Applied Geoscience Commission (SOPAC), located in Suva, Fiji Islands.

Applicants should have completed a tertiary qualification preferably in computer science with a specific focus on GIS and Remotes Sensing, have at least 1 years relevant work experience and possess a high level of interpersonal skills and cultural sensitivity.

The appointed Officers will be engaged in a range of GIS/RS sector activities where emphasis will be on capacity building and the provision of training so as to develop in-country skills in geographic information systems, remote sensing and more generally application of information technologies. Resource assessment, asset management as well as management of natural resources through utilising these applications and tools will in parallel add to supporting the development of national infrastructure information and data management systems.

Postdoctoral support for combining Public Health Applications and Climate Science
A new two-year postdoctoral training fellowship will commence in 2010, in partnership between the National Center for Atmospheric Research (NCAR) and the Centers for Disease Control and Prevention (CDC). There is widespread scientific consensus that the world’s climate is changing and that there will be a broad range of impacts on health through a variety of factors, including greater heat stress, air pollution, respiratory disease exacerbation, and changes in the geographic distribution of vector-, food-and water-borne disease. The complexity of such influences requires that the next generation of climate and health scientists undergo training in a multi-disciplinary setting to ensure that they can address climate-related public health challenges. To this end, a postdoctoral program in which fellows are trained and conduct research in epidemiology, ecology, behavioral science, modeling and atmospheric science is being implemented.

The ITC Disaster Risk Management (DRM) research group deals with the entire chain of disaster risk reduction: the assessment and quantification of natural hazards, vulnerabilities of natural and anthropogenic systems exposed to those hazards, the resulting risk, and the consequences for disaster preparedness and mitigation. Climate change is one of the main drivers in this context, as it changes both the frequency and magnitude of natural hazards, as well as the effects of disasters in urban and rural areas. ITC is looking for a researcher that can strengthen the work by giving a clear impulse in geoinformatics-based DRM in the climate change context.

Prospective candidates must have a PhD in a field of applied earth sciences or natural sciences, with proven expertise in the climate change field, and a strong affinity for the societal consequences of natural disasters. The candidate must be skilled in Geo Information and Earth Observation techniques.

The selected candidate will teach and supervise students at post-graduate, MSc and PhD level, develop teaching materials (also for distance education), acquire and participate in projects in (or related to problems in) developing countries. The candidate should have didactical skills and experience in teaching in an academic environment combined with a good scientific track record, and preferably have working experience in developing countries and the willingness to undertake international travel.

The mapmakers, in comjunction with a project led by the Economy and Environment Program for Southeast Asia (EEPSEA) based in Singapore, focused on 592 sub-national provinces or districts in Vietnam, Laos, Cambodia, Thailand, Malaysia, the Philippines, and Indonesia. Guided by an assessment framework developed by the United Nations’ Intergovernmental Panel on Climate Change, they designed three preliminary maps, each illustrating a different category of climate-related information:
Exposure is the risk, based on the historical record, of extreme events such as tropical cyclones, floods, landslides, droughts, and sea level rise.
Sensitivity has two components. Human sensitivity is directly related to population density; that is, the more people who live in a region, the more vulnerable it will be to climate change. Ecological sensitivity is directly related to biodiversity, measured by the percentage of protected areas in the region.
Adaptive capacity is a measure of local human resilience, and is a function of socio-economic factors such as income, literacy, life expectancy, poverty, and inequality, as well as of technology and infrastructure.

EEPSEA plans to update the map by taking account of new information and to refine it by using different assumptions and scenarios. Also, EEPSEA proposes to help selected local governments apply some of the study’s recommendations to their own situations. In particular, it will train them to conduct their own economic research and vulnerability assessments, and to create their own local maps. The goal is to empower communities by providing them with the tools to inform, educate, and build understanding of the effects of climate change.

This technical workshop, organized under under the framework of partnership between FAO and ICIMOD to jointly undertake regional land cover mapping of the HKH region, is targeted to professionals from Myanmar national institutions working in the field of natural resources; forestry, land use and land cover studies. About 16 -20 participants are expected. Since this training is a part of MENRIS mainstreaming initiative ( http://menris.icimod.net ), all participation are strictly on invitation basis only.

The participants will acquire knowledge on concepts of land cover and LCCS approach, and skills on using LCCS and other software for developing standardised/harmonised land cover legend. A national legend using the system will be developed by the participants, which will contribute to standardising/harmonising land cover legend at the regional level. Each participating organisation will be responsible to devote staff to complete and validate the land cover map of the country and share the output with other regional member countries during the workshops organised in future.

The Caribbean Development Bank (CDB) is seeking to recruit a national from its Member Countries to fill the position of Disaster Risk Management Specialist (DRMS) in the Project Services Division (PRSD) of the Projects Department. Disaster risk management (DRM) and climate change response (CCR) are areas of critical concern for CDB’s BMCs given their high vulnerability to frequent natural disasters and the impacts of climate change. CDB has assigned higher priority to and is accelerating its promotion of the mainstreaming of DRM/CCR in fiscal and development planning in BMCs. Provide leadership in the formulation and implementation of CDB policy in DRM/CCR.

Represent the Bank in regional and international fora in DRM/CCR.

Develop and build client/partner relations at technical/professional levels, paying particular attention to the establishment and maintenance of strong working relations with development partners working in the Region.

PhD defence: Integrated modeling/analysis of land use in African dry savannas

The title of his thesis is “SMALL Savannah: An Information System for the integrated analysis of land use change in the Far North Cameroon”. The thesis will be available online on the University website after the defence.

The system SMALL is a framework (concepts, methods, software tools and simulation models that are also building on existing GIS, DBMS software, Statistical package and dynamic simulation plateform) that can be applied elsewhere.

The next steps of the project is to finetune the specifications of the EIS, improve the performance of the models, share experience with stakeholders in the region to include the institutional aspects -- not mentionnned in the thesis but very important -- and at the same time explore the application in areas with similar context (drylands in Benin and Burkina Faso). A small part of these next step have started in the framework of a EU-funded project in which Eric is intervening.

After the defence, Erick will be going back to Cameroon. He is open to possible further collaboration to bring the small SMALL Savannah to maturation.

Summary of the thesis for a large public in English and French

Title : “SMALL Savannah: An Information System for the integrated analysis of

land use change in the Far North Cameroon”

Scientific Field: Fundamental Computer Science, Geographic Information and Environmental Sciences

SMALL Savannah is a conceptual framework and tool designed to help the various stakeholders (including scientists, policy-makers and local farmers/herders) to achieve adaptive and sustainable land management in dry regions of West and Central Africa. This system combines 1) an observation/spatial analysis component for the representation of phenomena from various data sources, with 2) an explanation/prediction component for the analysis of land change processes and 3) a dynamic simulation component for the exploration of possible future trajectories. The key message of the thesis is an appeal for a more integrated, participatory and trans-disciplinary approach to reduce land degradation, biodiversity loss, poverty and achieve sustainable development through collective knowledge generation, management and sharing on natural resources and land use.

The case study of the far North region of Cameroon shows that during the last three decades, one of the most significant changes is agricultural and urban expansion with the associated deforestation and land overgrazing, leading to natural resources degradation, reduction in land productivity and loss of biodiversity. With increasing population, climate change risk and regular human and animal mobility, most land are currently facing resource scarcity and land saturation, reinforcing more competition among land uses, more conflicts between actors and increasing poverty. The model developed in this thesis indicates that the accessibility to the main urban centre of the region, soil suitability and population pressure, have been the main drivers behind the observed processes. For near future development, it is expected that changes in land use trajectories will be mainly influenced by the implication of regional-urban actors and the potential investment of rural farmers for improving the quality of land and institutions. The simulations performed for the period 1999 to 2010 explore 3 scenarios including a first one considering that the observed trend is maintained, the second scenario is an optimistic vision while the third scenario is a pessimistic one. The results indicate areas where changes are likely to occur, thus providing a possibility to evaluate, and discuss about the impact of a given land management policy in view of any concertation or negotiation.

This research provides key concepts for the specification of Environmental Information Systems and suggests relevant elements to include in the existing methods for the design and implementation of this new generation of information system. Future research will investigate 1) the improvement of the performances of the developed model through appropriate data collection and cross-scaled methods 2) the development and integration of Agent-Based Models to account for the wide range of actor’s behaviour, decisions and learning strategies, 2) the dissemination and the development of applications for other regions in Africa with similar context.

Ce système combine 1) une composante observation/analyse spatiale pour la représentation des phénomènes à partir de données de sources diverses, avec 2) une composante explication/prédiction pour l'analyse des processus de changement et 3) une composante de simulation dynamique pour l'exploration des trajectoires possibles de l’utilisation de l’espace. L'étude du cas de la région de l’Extrême Nord du Cameroun montre que pendant les trois dernières décennies, l'un des changements les plus significatifs est l'expansion agricole et urbaine avec les processus de déforestation et de surpâturage associés, entraînant une dégradation des ressources naturelles, la réduction de la productivité des terres et la perte de la biodiversité. Avec une population croissante, les risques de changements climatiques et la mobilité régulière des populations et des troupeaux, la plupart des espaces sont actuellement confrontés à la rareté des ressources et la saturation foncière, ce qui renforce la compétition entre les formes d’utilisations de l’espace, les conflits entre acteurs et augmente le niveau de pauvreté. Le modèle développé dans cette thèse montre que l'accessibilité au principal centre urbain de la région, l'aptitude des sols et la pression démographique, ont été les principaux facteurs déterminants des processus observés. Pour les développements dans un futur proche, les principales trajectoires d'utilisation de l’espace et les dynamiques associées seront principalement influencées par l'implication des acteurs régionaux ou urbains et les investissements que les acteurs locaux vont consentir pour améliorer la qualité des terres et des institutions. Les simulations réalisées pour la période 1999 à 2010 explorent 3 scénarios notamment, le premier qui suppose que les tendances observées sont maintenues, le deuxième scénario est une vision optimiste et le troisième est une vision pessimiste. Les résultats indiquent les zones où des changements sont susceptibles de se produire, donnant ainsi la possibilité d'évaluer et de discuter dans le cadre d’une concertation ou négociation, l'impact d'une politique donnée de gestion de l’espace.

Cette recherche fournit les concepts pour la définition et la spécification des Systèmes d'Information sur l’Environnement et suggère des éléments à prendre en compte dans les méthodes existantes pour la conception et la mise en œuvre de cette nouvelle génération de Système d’Information. Les recherches futures devront prioritairement s’atteler à 1) l'amélioration des performances du modèle développé par la collecte de données appropriées et l’exploration des méthodes multi-échelles 2) le développement et l'intégration des modèles de type multi-agents pour tenir compte de la diversité des comportements, des stratégies de prise de décision et d'apprentissage des acteurs, 3 ) la dissémination et le développement d'applications pour d'autres régions d’Afrique qui présentent un contexte similaire.

El objetivo de este sitio, constituido como un sistema de información, es contribuir a la vigilancia de la Seguridad Alimentaria y Nutricional (SAN) de los países miembros del INCAP. Para Centroamérica y República Dominicana se cuenta con el mapa regional, el cual presenta datos sobre el estado nutricional según los últimas encuestas de Salud y Nutrición disponibles en los países. Se han desarrollado aplicaciones a nivel municipal para Costa Rica, Guatemala, Nicaragua y Panamá. Para Belice, Honduras, El Salvador y República Dominicana estarán disponibles a finales de noviembre del presente año.
Las aplicaciones a nivel municipal permite hacer comparaciones entre indicadores, por ejemplo:

a)Datos de niveles de pobreza extrema para Guatemala, 2001 (ver mapa en la galería de fotos)
b) Datos de desnutrición crónica en escolares para Guatemala, 2008 (ver mapa en la galería de fotos)
c) Tabla de datos de comparación: pobreza extrema y desnutrición crónica, Guatemala (ver tabla en la galería de fotos)
d) Gráfico de correlación: pobreza extrema vs. desnutrición crónica para Guatemala (ver gráfico en la galería de fotos)

La gráfica muestra interactivamente la correlación entre pobreza extrema y desnutrición crónica, cada municipio está representado por un punto. Se puede observar municipios que a pesar de tener altas prevalencias de desnutrición crónica no necesariamente se encuentran entre aquellos con niveles más bajos de pobreza extrema. Sin embargo, aquellos municipios que se encuentran en mayor nivel de pobreza extrema presentan los niveles más altos de desnutrición crónica. En síntesis, se puede observar en el gráfico que al momento del diseño de los programas, encaminados al combate de la desnutrición crónica, debe tomarse en cuenta las interacciones que se presentan entre los distintos determinantes lo cual lleva a que las intervenciones deban ser holísticas o integrales, y no solo focalizadas por nivel de pobreza o de desnutrición, aisladamente.

Applied Biodiversity Science NSF-IGERT Traineeships

NSF-IGERT Traineeships support student participation in ABS activities. NSF-funded Traineeships are only available for US citizens and permanent residents. A limited number of internally funded Traineeships are available for international students.

ABS NSF-IGERT Trainees are expected to conduct field research in Latin America or the US-Mexico border region. They are highly encouraged to develop complementary research projects with students and faculty from outside their discipline and to collaborate with conservation organizations in the field.
The duration of the NSF-IGERT Traineeship is two years. During that time, Trainees are provided with:
- An annual stipend of $30,000;
- Full payment of Texas A&M University tuition;
- Coverage for health care insurance and other fees;
- Access to specialized research equipment and supplies;
- Support for internships with external organizations;
- Funding for preliminary research at the dissertation field site.

Deadline for Traineeships starting Fall 2010 is January 20, 2010.

The Erasmus Mundus – External Cooperation Windows (EMECWs) offer a unique higher education institutional cooperation frame and training opportunities relevant to the skilled manpower needs of the targeted regions and the EU. Thus, EMECW students and academic staff benefit from the opportunity to study, teach and research in Europe and abroad while the participating universities raise their capacities, build pole of expertise and gain international visibility.

Egypt was granted the Project “Flow-by-Flow EU-Egypt Bridge Building” through the Erasmus Mundus – External Cooperation Window Program. The project aims at enhancing the academic cooperation between European and Egyptian universities by bringing together students, staff as well as young and senior researchers involved in the same disciplines or forming multidisciplinary teams to cover research domains identified by the Egyptian Universities as “priorities”. The organisation of the mobility’s activities supported by the project will be a step toward the creation of more co-diplomas and co-thesis with stronger exchanges between PhD students from both EU and Egyptian sides, especially around the disciplines and themes which of interest for Egyptian and European universities.

The impact and reach of computer-based systems for collecting, analyzing and mapping geographic information – commonly known as GIS – took a big leap forward in Minnesota this year with creation of the new Minnesota Geospatial Information Office.

The new office – MnGeo for short – will coordinate geospatial activities across the state at two levels. At the state government level, MnGeo will facilitate ways to help state agencies work together more effectively. Outside of state government, MnGeo will encourage partnerships with other public, private, academic and nonprofit organizations to enhance the public benefit of GIS technology.

The Federal Geographic Data Committee (FGDC) administers the Cooperative Assistance Program
(CAP) to advance the National Spatial Data Infrastructure (NSDI). To provide insight into
how the Fifty States CAP grant category has improved intrastate and interstate coordination on
geospatial matters, and thereby impacted the growth of the National Spatial Data Infrastructure
(NSDI), this report analyzes quantitatively and qualitatively how these grants benefited state
government geospatial activities. Four analyses applied in this report are: 1) analyses of the
nine criteria for successful geospatial coordination from the National States Geographic Information
Council (NSGIC) Survey, 2) analyses of five questions from the NSGIC Survey selected
by the analysis team based on those question being indicators of the level of success in coordination,
3) survey responses from federal employees concerning the effectiveness of Fifty States
Initiative grants in improving state geospatial coordination, and 4) a qualitative assessment of
changes in the effectiveness of state coordination efforts based on five case studies of states that
have received grants. The Federal Employee Survey and qualitative assessment provided
strong evidence that grants have been effective and useful for states.
Reliable quantitative analysis is currently problematic due to the limitations of existing information
resources and data that were created for different purposes. Significant measurement
challenges also exist due to the relative “newness” of the grants (three years), and the expectation
that there will be a lag time between receiving funding and when one might reasonably
expect to be able to detect the external results of that funding.
The report offers conclusions and recommendations for the future of this grant program and
how to effectively measure and monitor progress in the future.

Over the past five years the Fifty States Initiative has been successful in raising the profile of the NSDI with state and local geospatial stakeholders by catalyzing strategic and business planning. The next steps for the program involve consolidating those gains, supporting the realization of the plans through implementation, and beginning the process of measuring where the nation stands on NSDI development. The thrust of the recommended next steps for the Fifty States Initiative acknowledges that successful statewide strategic planning efforts are winding down and that there needs to be a new focus on assisting states in actualizing the goals identified through strategic planning. The report makes seven specific recommendations.
