process diagrams from the Perth meeting: (1) GSIP as drawn by Justin and documented on the wiki. (2) GSIP as implemented by Ben. GSIP unfortunately cover a very wide range of work, and for major efforts it is hard to do the proposal before hand. At times I have done this two phase, do up the basic proposal, just to socialize the idea and get peoples initial feedback, with some unofficial voting. Then go off and implement it, then come back to the proposal, finish it off and call for the official vote.
