I write a German pdf user manual via inkscape 0.46. In this book are
screenshots of Inkscape. I would like to publish the book.
I'd like to have your permission. *Do I need a permit? *Please, who is
my contact? Who can help me here?

No, I don't believe that you need permission for a variety of reasons.
One of the most pertinent is fair use.
