It seems to just highlight a bunch of my background. It seems to simply do a selection based on the color which is not what I want. Click on the image Then the color you clicked on should become the foreground color. I'm guessing, but it sounds like you are using the 'select by color' tool and not the 'color select/eyedropper tool).
