How to get at the timezone-information in the publication datetime

We go into the text of the rss entry and look for dates and times.  
These are most likely expressed in the
local timezone of the author. To correctly interpret these dates and  
times we need something that gives
us the timezone of the author. This is of course next to impossible  
but we believe that the timezone of
the publication date might be a good enough approximation of the  
authors timezone.

Previous source releases of rome contained a build.xml. There is no  
build.xml in rome-1.0-sources.jar.
Could you add one (or a pom.xml) to make it easy to build from source?

Please see http://wiki.java.net/bin/view/Javawsxml/HowToBuild for instructions on how to build ROME. You are probably better off using CVS if you are planning on doing heavy development.

(Note that building a new module doesn't need you to rebuild ROME, though)
