The patch is a SVN patch. Not for applying to an installed version of
GRAMPS.
You need to apply it with a SVN command (or TortoiseSVN if you use that).
However there is no need!, .... the last comment, indicates it's already
in SVN Trunk, so update your GRAMPS source tree (trunk) to the latest
and the bug fix will already be in the code for testing.
