ICD2 USB Connection Error Piklab Ubuntu 8.04

I'm using Ubuntu 8.04 and Piklab.
I cannot connect ICD2 Programmer or Debugger mode via USB Port. It reports
USB Connection: Error.

How can I fix it?

I am having a similar problem  after upgrading  Fedora.  ICD2 only works
with user root. I lost the receipt for configuring the udev usb rules.

cat /usr/share/doc/piklab-0.15.0/README.Fedora
