I took the liberty to do an in-place edit of the document as well to update the link to the ICS statement (which will anyway need to be updated when we publish the document for real as the editorial note suggests). What I forgot to mention was that a "should" has changed to a "must" in the last revision so the conformance statement needs to be regenerated. What I also forgot to do as a result of what can only be described as "extreme editorial sloppiness" is update section 3.4 in the spirit that you have already mentioned, namely that the the first "must" in the second paragraph should be emboldened, and the remaining RFC 2119 words in that para should be in quotes (as they are references to rather than uses of the terms). So if you would be so kind as to create a new ICS I will link to it and do the update and create a brand new version 1v to celebrate. I think we are on the "long tail" of changes here. have to re-generate a new version of the ICS... Anyway. The new ICS doc is available at: http://www.w3.org/2005/MWI/BPWG/Group/TaskForces/CT/editors-drafts/Guidelines/ics-090923 I re-updated (in-place) the link to the ICS but now realize you are to generate a new version of the spec anyway.
