Including SVG into another SVG doesn't work

If an SVG is sourced in into another SVG, it's not shown and neither printed.
See http://www.orpatec.ch/xtras/18xx/Test/SymIncludeTest.svg

Firefox shows the SVG but it's not printed through PDFCreator printer.
