TightVNC works over the TCP/IP transport. For dial-up connections, you
probably have to configure PPP which will enable TCP/IP over the modem line.

It is entirely up to your ISP. When you connect via the modem, does it
assign you a temporary IP address and allow you to use network software
on your computer? If it does, you have a PPP connection and can use
TightVNC as well.

If not, you are using an older style connection that is essentially a
remote terminal connection. TightVNC will not work over this style
connection. Neither will FTP, your browser or email clients like
Thunderbird.

That depends on the operating system you are using. It might be a good
idea to start by searching Google.
