Installation of WeatherProfessional

I am trying to install WeatherProfessional from eQ-3 using WINE, but it fails with the following messages:

Can anybody see from the messages, if this is a solveable problem?
Maybe just related to a missing postgreSQL?
Or is there something fundamentally flawed with this stuff?

Try the latest Wine first. 1.0.1 is very old.

The behaviour is the same with a wine-git checked out and compiled today on Ubuntu 9.10:

I suspect the application to rely on PostgreSQL, so it is propably not related to wine but to a missing PostgreSQL.
