Is this download link not ok?

I am using this direct download link (without the webskin) from within
the webtop:

http://www.webserviceonline.biz/download.cfm?downloadfile=E65BCF4F-E03F-43FD-B55AA432EEFD1B6F&typename=dmfile&fieldname=filename

It's simply linking to display the file... Why is there no download
popup?

What am i doing wrong?
