Is this game flawed?

Attack decks have 20 build points. What if your oppenet stacks his/her deck with high damage cards, once they run out they re-shuffle thier attack discard pile and re-use those high damage cards. Therefore this game has a huge problem.

If I understand your questions... it's true attack decks have 20 build points, but they must also contain 20 cards, so if you put in say 5, 4 build point attack cards you must also include 15, 0 build point cards, therefore when you reshuffle you will not always get the higher power cards.
