Ivy descriptors for dependency configurations

It is very cool that I can generate IVY descriptors of my projects an publish them where I need but there is another thing I was not able to find.
Imo it is not a good practice to give build.gradle file to developer for project dependencies update. On current infrastructure we have special project dependency descriptor file. It is similar to Ivy descriptor so I would like to use it as is - not undercover. So... I want to use xml descriptor instead configurations{} and dependencies{}. How to accomplish that?

I'm not sure if there's a JIRA ticket for it, but the ability to use
Ivy files is on the table.
