I hate to sound like the archetypal grumpy support spod, but seriously, "i can't even start up JIRA!" is a terrible start to a help request! At least you named the software, and asked in the right place, but we can't help you without some information about what is going on.
What version, edition and type of Jira are you trying to run, how is it installed, on what platform, with what database? What do you do to start it, and what error messages do you get in the system log, command line, and/or application and/or application-server log are you getting? Actually, most of that may not be needed - start with what you have downloaded, what you have run and what the initial startup log says?
Once we've got you running Jira, then we can worry about Confluence...
