JSF 2.0 - resource handling - localePrefix ?

I think I don't understand why a different approach for the LOCALE has
been picked here. Wasn't the pattern that is used for property files
good enough ?

This is a well documented and understood shortcoming of the Resource
Handling system.  We will address it in 2.1.
