Jetspeed 2.1 Tabs Question

Hi, I'm using an application based on Jetspeed 2.1. Currently if I log in as
admin I see different tabs than the ones I see if I log in as a user.  Where
are the tabs defined?  I need user1 to see different tabs than user2. Can
do?
