This error comes up in a lot of situations so there are a lot of things to check. Here are a couple of previous email discussions of the issue that can get you started:

I haven't used this feature on Windows so i didn't have this problem but it looks like the steps are:
check to make sure yaz is installed correctly and your path is right
check to make sure ports are open and you can connect to the Z39.50 server
If you re-install yaz, see if your error log is giving the same message
see if you can search by ISBN

Migration de voyager to Koha

Bonjour,
on a décidé de migrer les notices biblio de Voyager vers koha.
Le problème c'est qu'on a 3 fichier dans voyager : items, biblio et holding mais koha n'accepte qu'un seul fichier lors de l'import.

Avez-vous une idée pour résoudre ce problème ?

Our beloved friend Rob has done a great job irt developing Koha on windows. The URL is http://www.koha.rwjr.com/. You can download all the companion software need to run koha on Windows from here. But note that Koha entered into version 3.x. whereas the latest stabele ditro for windows is 2.2.9. Some of PERL modules required to run Koha 3.x are not yet compatible with Windows (also an OS).

Dear Mr. Panda

It's a cakewalk if your data is structured in WINISIS by following a
standard data format e.g. CCF. If not, you need to map your tags and
CCF/MARC tags (say in a text file) and export your data through
Reformatting FST utility of CDS/ISIS or WINISIS. After that you can
use MARCEdit for making things truly MARC compatible. After exporting
records from MARCEdit your Koha is ready to accept it.
