License for /etc/dtds/* files

License for /etc/dtds/* files

Hello,

I'm packaging Cobertura staff for Ubuntu Linux. The package is on review now:
http://revu.ubuntuwire.com/p/cobertura

The package has been recently rejected as there is no explicit license for
./etc/dtds/* files. I found out that xhtml* files are under W3C license. Everything is ok with them
now but I still don't know what license /etc/dtds/coverage*.dtd files are under. They don't have any
license headers. Were they written for this project?
I need this information ASAP since Ubuntu Feature Freeze is coming soon (27 August).
Could you, please, provide me with a license information and Ubuntu users will enjoy Cobertura in
the next Ubuntu release.

I have taken the license from the xhtml* files and added it to the dtds:

http://cobertura.sourceforge.net/xml/coverage-04.dtd
