Don't think you can. Our management didn't like that and asked us to put a default value of TDB or Unknown in. That ended when we found many issues closed where the default was never changed. Through use we found if a field isn't required it isn't filled in. We use the jira-suite-utilities plug-in to require fields at transitions.

Subject: [JIRA-user] Make a custom field always visible, even when no value is being given
Hi,
I would like to be able to show a custom field, even when it has no value.
One of the options is to enter a default value when an issue is created, (such as 'N/A')
but this doesn't work for number fields, as we need to distinguish between real values (0)
and non existing values (NULL)
Any suggestions ?
Francis
