Making simple photo icons for web pages

I've been trying to make a set of simple icons, where each icon cycles
through 3-4 small photos (100x60 px).  I though gif was the answer
(http://tech.groups.yahoo.com/group/gimpwin-users/message/20568), but
I didn't realize the images would be so degraded.

Does anyone know of a strategy that might work?  My second thought was
 flash, but I don't know much about it and couldn't find a tool that
seemed to do what I want: create a flash movie where each picture
would show for a certain number of frames.

But maybe there is another format I am not thinking of?  I am only
going to make three of these so I don't want to buy anything.

Hi Charles,
     You may be interested in trying CoffeCup Software's Flash
Firestarter.  It's a drag-and-drop, WYSIWYG, for people who don't want
to learn all the in's and outs of flash.

It can do just about anything that flash can do, they have a trial
(30-day I think), and a videos of it in action at the above link.
