Mark up with Explorer, etc.

I've just had a not-for-profit group contact me. They do not have any GIS software, but want to display some maps at a workshop and have participants mark on the maps. They asked about borrowing some hard copy maps and laying clear sheets over them. They also wondered what they might be able to do digitally. Does ArcExplorer or ArcReader have this mark up functionality? Any other free software that they could get that might do the trick? They will be looking at the entire north shore of Lake Erie and can get maps from GeoGratis in shapefile format.

They also talked about Google Earth or Google Maps but wondered if the symbol styles could be differentiated by "discipline" of the groups (e.g. cultural, ecological, etc.) or, if once they were created, they would open to a default symbol when shared.

Any advice I could pass on would be appreciated.
