Media types

Well, to my surprise since it was on the IESG agenda of the July 19
meeting, the media type application/wspolicy+xml and application/wsdl
+xml are now registered:
 http://www.iana.org/assignments/media-types/application/

I'll investigate what can be done to make sure the link for policy will
point back to the REC once it is published.
