Mesh 802.11s and FLAME regressions

Hi!

I have written some regression tests for HWMP and
PeerManagementProtocol. All test-cases are described in
the attachment. There are the following regression tests:
1. Simple Peer management protocol regression: 2 stations
establish a peer link
2. HWMP regression with 2 stations
3. HWMP regression with 6 stations placed in the line and
one of stations changes its position -- tested PERR
propagation
4. Proactive HWMP regression test with 5 stations
5. HWMP target flags regression test -- intermediate reply
and PREQ/PREP exchanges in this case

6. FLAME test with 3 stations.

All reference *.pcap files are stored at directories
src/devices/mesh/{dot11s,flame}/test (the same place of
sources of tests).

Any comments and review remarks are welcome. If there are
no objections till Thursday, I will push this changes and
reference traces.

more tests being always good, I am all for this to be merged. I think
that you should try to get craig to ack it to make sure that the way you
have structured the new test data files matches what he designed the new
test framework for.
