Metro running under z/OS --- does not work?

I have an app that runs fine on windows and unix, but will not initialize on z/OS - does anyone have any experience with this? I suspect the default encoding of EBCDIC instead of ASCII is the issue. Any help on getting this resolved would be really appreciated.
