Minor upgrade issue

Hi,

i recently upgraded a internal site to branch 4.x and had issues that
some people could not read some pages any more. I analyzed the problem:

If the page belongs to a category and this category has
tiki_p_admin_categories (and no other perm) granted to the users group,
then he can read the page in tiki 3 latest. I don't know if this is
intended or a bug!

After upgrade he cannot read the page any more.

No one else seems to have replied to this, so here's my 2p...

I agree that it would be very hard to admin something you cannot read,  
but i believe this now is the desired behaviour for 4.x.

Perms are not intelligent enough (at the moment) to have an  
inheritance or logic to work this kind of thing out, but they are now  
consistent and logical within themselves at least.

So to get read perms you always have to set read, and this will cause  
some upgrade problems for 4.0

The question is what should be done about it?

Certainly some release text and "how to upgrade" documentation (which  
most people will not read), but i'm wondering if we can make an  
upgrade script that will detect and warn about issues like this? On a  
complex site it could be months before all these kind of issues are  
discovered otherwise.
