Missing anchor for FDL Addendum

The Savannah Administrators have a pre-written tool to help with
approving projects.

It seems that an anchor to the FDL Addendum was removed. Is there
another preferred method to help people with using the Free
Documentation License? If not, we request that the anchor be placed
back.
