Many thanks to everyone who responded with advice; this e-list is a great resource of information. With the variety of suggestions I have been able to solve the problem and move forward now with new knowledge in my GIS quivver.
The problem was, how to change field properties in an attribute tables and rearrange the field order within the table. The only solution that addresses both needs is to work directly with the underlying database in Access by first exporting the shapefile to a personal geodatabase, finding the feature class table, modifying it in Design View, and exporting it back to a shapefile. This method was flawless and relatively painless. Mahalo to Jason Verachtert and Lawrence Hartpence who both suggested this method. Jason's instructions were excellent.
