Moving Git commit notifications to KGB

Hi,

I have moved all post-receive hooks of the packages that are
maintained in Git from CIA to KGB[0] for sending commit notifications
to #debian-perl.

    [0] http://alioth.debian.org/projects/kgb

There are still some rough edges in KGB, but it is fine for daily use.

If you notice something ugly, please ping me on #kgb-devel or send
mail to kgb-maintainers@.... Keeping a copy of the
'reflog' file that is created in the hooks/ directory of the
repository on alioth would be of great help for reproducing the
problem. Just keep in  mind it is rewritten after each push, so be
quick :)
