Nautilus's Bad Chinese Characters Encoding

Today I found that the bad encoding problem is not the fault of
nautilus's file name interpretation mechanism.Its file name
interpretation mechanism depends on a fact:the file name should first
get encoded in UTF-8.So if the bad encoding problem occurs in ftp
protocol or smb protocol ,it is the problem of these protocol.
