New Boy Scout Requirements

I am the new advancement chair for our troop and knowing the requirements are going to be changing (as of 1/1/2010?) I'd like to know how boys currently in scouts handle that.  For example, if a scout is first class, does he continue completing the requirements for star, etc., using he book he crossed with or does he need to complete the new requirements.

Read the BSA rules on the BSA Web site.  If they are not done by 1/1/10,
they have to do the new stuff.

I haven't seen any specific transition rules yet this time around, but if
past changes are any indication, any rank earned before 1/1 is okay, and
after that everyone will have to earn their next rank using the new
requirements.  There has never, to my knowledge, been a change implemented
where a Boy Scout continued to use the book he got when he joined to
determine what requirements to use for subsequent ranks.

In this case, since virtually all of the changes are additions, I also don't
see a need to offer the Scout a choice for the next 4 months of using the
new or old requirements.

---He should be able to finish with the book he started with. I believe the new book will be for all the new scouts that are entering 2010 and beyond but if they are already in scouts, they complete the book they started with.

You'll have to do better and be a little more specific than that. Maybe even provide us with the link to exactly which page on BSA's National website that you're referring to?

I've looked, and I haven't found it as of yet to back up what you've stated here.

sure how much clearer they could be.  The typical BSA pattern is to spell
out exceptions if there are any.  I don't see any.  "In effect" is clear
language.

Yup, I'd say that about sums it up. If they hadn't already started on a particular rank before 01/01/2010 they're required to fulfill the new requirements in addition to what their Old Handbook says.

I know it works slightly differently with rank advancements as opposed to Merit Badges already started before changes are implemented, each year that they change certain MB reqts.

And, unless it states otherwise in the current and new upcoming Boy Scout Requirements book to succeed the now New 2009 Edition, yes, they would be required to complete the new requirements.

Some may squabble that this would be adding to the requirements as stated in any Boy Scout Handbook prior to 2010. Unless they state that the new requirements don't apply to those that already have Handbooks pre-dating the anniversary edition, that does not apply here.

Rank requirements are generally different than merit badge requirements. To
quote from the BSA web pages on the new requirements at
http://www.scouting.org/scoutsource/BoyScouts/Youth/Awards.aspx, "The
centennial edition of the Boy Scout Handbook will soon be available, and
with the new handbook come several rank requirement changes that will be in
effect as of January 1, 2010.
<http://www.scouting.org/applications/rankvideo.aspx> Tenderfoot, Second
Class, and First Class Rank Requirements" - the operative phrase is "in
effect as of January 1, 2010". If a Scout has not finished a rank by January
1, 2010, he must pass the new requirements. This is why they are made
available online, and they will also be published in the new version of the
Requirements book when it comes out.

 

Note the situation is a little different for Merit Badges, again from the
BSA web pages, but at
http://www.scouting.org/scoutsource/BoyScouts/AdvancementandAwards/MeritBadg
es.aspxm, you will find "If a Scout has already started working on a merit
badge when a new edition of the pamphlet is introduced, he should continue
to use the same merit badge pamphlet and fulfill the requirements therein to
earn the badge. He need not start all over again with the new pamphlet and
possibly revised requirements." Note this is consistent with the fact that
there is no time limit on how long a Scout takes to earn a merit badge
(except for the limit of earning badges before he turns 19).

When discussing any BSA requirements, there are two statements that should always be considered:

1. Rush to the resource.
2. When in doubt, read it out.

What that means is, BSA does put the rules down, you just have to read them, and if you are unclear what they mean, read, re-read and re-read them.

On page 443, of the new 12th edition of the BSA Scout handbook, at the bottom in yellow:

" The rank requirements in this book are official as of January 1, 2010.  If a Scout has started work toward a rank before that date using requirements that were current before January 1, 2010, he may complete that rank only using the old requirements.  Any progress towards a rank that is begun after January 1, 2010, must use the requirements as they are presented in this Handbook or in the Boy Scout Requirements book."

Now before you people start tearing into this statement, let me further explain:

A Scout who starts working on his existing rank BEFORE 1/1/2010, is allowed to complete the ENTIRE rank, using that specific rank's requirement from the 2009 BSA Requirement Handbook.  He only has to switch to the new 2010 rank requirement when he starts his NEXT rank.

There is no mixing of old and new requirements for the same rank
as of Jan 1, 2010.   Finish under the old requirements for the rank
the Scout is working on, as of 1/1/2010.  Start the *next* rank under the new requirements after 1/1/2010.

As suggested by someone in this thread, there is NO allowance for a Scout to complete all ranks with the Scout handbook he started with as a new Scout.  Regardless of how incorrectly some units allowed this, that has never been official advancement policy.

Note also, this applies ONLY to rank, not merit badges.   Merit badges started prior to 1/1/2010, may be completed under the merit badge requirements existing in the year the Scout started the badge.  The Scout may not mix and match old and new merit badge requirements.  Either he finishes his partial with the old requirements or starts the whole badge again, and completes it using the new requirements in the 2010 BSA Requirements book.
Merit badge partials have only ONE deadline for completion, that is
the Scout's eighteenth birthday.  You are not allowed to cancel out partial work on merit badges, just because they haven't been actively working on it.

Finally, also know that the current years BSA Requirements book, published and updated annually, is the canonical reference book for all rank, merit badge and special BSA awards.  They trump all requirements in the current BSA Scout handbook.

BSA has finally made the BSA Requirements book available FREE online.
This is a great start, now National needs to put all advancement related publications online, FREE.

Greg: The original poster was me and the link Bruce provided *IS* the 2009 BSA Requirements book.  All those links are the chapters of that book.
There is no single PDF of the whole book, if that's what you are looking for.

Thanks for your reply.  It does get me thinking about a particular situation, though.  Knowing this statement:
"If a Scout has started work toward a rank before that date (1/1/2010) using requirements that were current before January 1, 2010, he may complete that rank only using the old requirements."
how do we address this:
A scout is Tenderfoot on 1/1/2010 and has started work toward both 2nd class and 1st class.  Does he complete 2nd class only under the old requirements and 1st class under the new or both 2nd and 1st classes under the old, then start with Star under the new?  That one has me stumped.
