New Project approved: Coin: Small language changes for JDK 7

Per the interim governance guidelines for Projects [1] I'm pleased to
announce the creation of Project Coin [2,3] following the Compiler
Group's decision [4] to sponsor it.  Joe Darcy will serve as the
Project's Moderator.
