New Project approved: Common VM Interface

Per the interim governance guidelines for Projects [1] I'm pleased to
announce the creation of the Common VM Interface Project [2,3] following
the HotSpot Group's decision [4] to sponsor it.  Paul Hohensee will serve
as the Project's Moderator.
