New Project approved: IcedTea

Per the interim governance guidelines for Projects [1] I'm pleased
to announce the creation of the IcedTea Project [2,3] following the
Porters Group's decision [4] to sponsor it.  Dalibor Topic will
serve as the Project's Moderator.
