New Project approved: Portable GUI Backends ("Caciocavallo")

Per the interim governance guidelines for Projects [1] I'm pleased to
announce the creation of the Caciocavallo Project [2,3] following the
Porters Group's decision [4] to sponsor it.  Dalibor Topic will serve
as the Project's Moderator.
