New Project approved: SCTP

Per the interim governance guidelines for Projects [1] I'm pleased to
announce the creation of the SCTP Project [2,3] following the Networking
Group's decision [4] to sponsor it.  Chris Hegarty will serve as the
Project's Moderator.
