New SIPToolbox for Windows(0.4.0) beta installer releases

Hi,all

I just release SIPToolbox for Windows (0.4.0) beta version on
sourceforge.net. This version is compiled by Visual C++ 6.0 with
Scilab-4.0 and ImageMagick-6.2.5-Q16-dll. Please test it on your machine
and send your feedbacks to our mailinglist. Let's do it better!:-)

Ricardo, could you do me a favor to add a link to the latest exe
installer on the homepage? I'm sorry that I cann't access shell.sf.net.
