New Windows installer has been updated.

Hi, all

I'm pleased to tell you that I just uploaded a new SIP windows installer. By doing some tricks on WIndows Registry, I can extract all necessary files of  ImageMagick needed by SIP without hacking its source code, which saves me a lot of time!  I package them into a single installer and the size is less than 4M, looks pretty good. I test it on my machine without errors. I'm looking forward to your feedbaks. Thank you very much!
