New online Diff Tool

As you may know, pubrules encourage the publication of a summary of
changes between each new publication of a technical report:
        It SHOULD include a link to changes since the previous draft
        (e.g., a list of changes or a diff document or both).

Various available tools have been documented on the ESW wiki to generate
HTML Diff:

I just added a new tool to that list, an on-line tool that is based on a
Perl script I have used several times in the past with good results:
