New version of PSPP for MSWindows released

Hi all

I just released a new version of PSPP for MSWindows.

With this version you can start the PSPPIRE syntax editor by clicking
on the .sps file.
If you assigned already an editor yourself, change it to use PSPPIRE
as the default program to open the file with.
