No lircd found, trying to build. Assistance pls.

I will try to make this brief.
I have this device: 0471:060c Philips (or NXP) Consumer Infrared
Transceiver (HP)

I need to irblast channel changes into an HD Receiver.  Scientific
Atlanta ( Cisco ) CIS330.

I followed the readme, shutdown lirc, tried mode2 ( saw input from
remote that goes with CIS330 ) and used irrecord to get this:

I then added it to my lircd.conf and i get nothing from irw.

I am using this for irw ( default )
srw-rw-rw- 1 root root 0 Feb 27 20:30 /var/run/lirc/lircd

Any thoughts on how to get this working or what to try?
