Old download links

There still seem to be quite a few download links under the old XML
umbrella, for example:

http://www.apache.org/dyn/closer.cgi/xml/xerces-j/

which is linked from the Xalan pages (and possibly elsewhere).

This is a bit confusing, as the latest code is actually at:

http://www.apache.org/dist/xerces/j/

or equivalent mirrors.

Perhaps the

http://www.apache.org/dyn/closer.cgi/xml/*

pages should be redirected to the new locations?

Or the dist directories themselves should be redirected?

If not, then the pages that reference these links ought to be updated.

http://www.apache.org/dist/xml/xerces-j/ already redirects to
http://www.apache.org/dist/xerces/j/. So it's working for the master
distribution directory but not for the mirrors.

So something needs to be fixed...

In any case, the old links need to be updated at some point.
